Gov. Stitt appoints Tim Downing to Court of Civil Appeals


GOVERNOR STITT APPOINTS TIMOTHY DOWNING TO OKLAHOMA COURT OF CIVIL APPEALS

OKLAHOMA CITY (May 27, 2022) – Governor Kevin Stitt announced today the appointment of Timothy Downing to serve on the Oklahoma Court of Civil Appeals. Downing’s appointment fills the vacancy created by the resignation of Trevor Pemberton effective October 18, 2021.

“I am pleased to nominate Tim to the Oklahoma Court of Civil Appeals,” said Governor Stitt. “Tim is a true public servant who I know will apply the law as written and serve Oklahomans well in this new role.”

Currently Tim Downing is the First Assistant Attorney General of Oklahoma, where he serves as the chief executive for the Attorney General. He is also an Appellate Military Judge for the Oklahoma Military Court of Appeals, a position appointed by the Governor and confirmed by the Oklahoma Senate. Downing also served as the 25th United States Attorney for the Western District of Oklahoma.

“I am thankful for the confidence the Governor placed in me for an appointment to the Oklahoma Court of Civil Appeals,” said Downing. “I look forward to working with my colleagues to ensure Oklahomans always have a fair and impartial judiciary that upholds the rule of law.”

Downing was sworn into office on June 5, 2019, after being appointed by the President of the United States and confirmed by the United States Senate. As the United States Attorney, Mr. Downing served as the chief federal law enforcement officer in the Western District of Oklahoma. In this capacity, he was responsible for all federal criminal prosecutions and civil litigation involving the United States in the district, with an office of over 100 employees.

Prior to his appointment as United States Attorney in 2019, Downing served as Counselor to the  Oklahoma Secretary of State. From 2016 to 2018, he served in the Oklahoma House of  Representatives, where he was an Assistant Majority Floor Leader, an Assistant Majority Whip, and  Vice-Chair of the Judiciary Committee. From 2011 to 2016, Downing was an Assistant Attorney  General for the State Oklahoma, where he represented the State in criminal appeals, was a member  of the Opinion Conference, and was Director of Legislative Affairs. He is a graduate of the University of Oklahoma with a B.A. in Public Affairs and Administration, Oral Roberts University with a Masters in Management, and Regent University School of Law. 

Downing and his wife Lan have been married for 20 years, and share four children. They are active in their home church in Pauls Valley, and enjoy spending their free time with family and friends.
