Just The Facts: Candidate Voting Records on 2016-2018 Tax Hikes

There are a number of current or former Republican state legislators running for higher office, and I wanted to do a post on their voting records during the 2016-2018 tax hike spree that Governor Mary Fallin and the GOP-led legislature went on (I ran the first version of this post during the 2022 election). 

During good economic times, Republicans like to run on tax cuts and no-new-taxes pledges, but the real test of their espoused principles comes during economic downturns and belt-tightening eras. Will their rhetoric match their governing, when push comes to shove and budgets have to be balanced? Will their instinct be to raise taxes, or to cut government?

So, without further ado, Just The Facts: 2026 Candidate Voting Records on Major Tax and Fee Increases in the Oklahoma Legislature, 2016-2018. We will specifically be looking at the voting record of 12 current or former Republican legislators who are on the June 16th GOP primary election ballot for statewide or congressional offices.

The colors I used in the following graphics are not 'green for good, red for bad'. Green means they voted for the tax increase measure, Red means they voted against the tax increase measure, Gray means they missed the vote, and blank means they were not eligible to vote (for example, Sen. Mazzei left office in 2016, and was only about to vote on three of these bills; Humphrey, Pugh, and West didn't enter office until the 2016 election, and thus their votes start in 2017. In other cases the bill either did not receive a hearing in that legislative chamber or the member was not on the committee where a vote took place)

The very last measure in each graphic, HJR1050, is perhaps the most important of these recorded votes, as a green/yes vote there indicates that the legislator voted to make it much easier for the Legislature to raise your taxes.

Let's dive in. The following five former state legislators are running for Governor or U.S. Congress (with former state senators Brecheen and Bice being current members of Congress):

Of these five former legislators, only Brecheen was in the small group of legislative conservatives who valiantly fought a losing effort against the onslaught of tax hikes. Speaker Charles McCall, in particular, ignominiously supported and promoted every tax increase proposal during this time period.

Academic outcomes in Oklahoma’s public school system have been among the worst in the nation for years. But this year’s legislative session alters that trajectory and the full benefit will become apparent over time.

One of the most important actions taken this year was passage of Senate Bill 1778, which effectively requires that students read at least on a second-grade level before beginning the fourth grade, or face retention in the third grade. The new law also provides for intensive early intervention for struggling students in the first through third grades.

Based on state testing results, just 27 percent of Oklahoma third graders read at or above grade level, and National Assessment of Educational Progress (NAEP) tests show that only 23 percent of Oklahoma fourth-grade students scored at or above proficient in 2024. Only two states did worse.

New Oklahoma Law Expands Raw Milk Sales

OKLAHOMA CITY (May 14th) — A bill giving Oklahoma dairy producers more freedom to sell raw milk has been signed into law.

Senate Bill 2028, introduced by Sen. Jonathan Wingard, R-Ada, and Rep. David Hardin, R-Stilwell, allows dairy producers to advertise the sale of raw milk on their farms. It also raises the monthly sales cap, enabling producers to sell up to 1,500 gallons of raw milk per month. 

Wingard said the bill expands opportunities for direct-to-consumer raw milk sales as demand for the product continues to grow.

Gov. Stitt, AG Drummond trade barbs over cooperating with Trump Medicaid fraud audit

One of the positive things to look forward to after this year will be the end of this endless bickering and fighting between Gov. Kevin Stitt and Attorney General Gentner Drummond (who I certainly hope does not become Oklahoma's next governor...). Drummond wouldn't agree with Stitt if Stitt said the sky was blue.

OKLAHOMA CITY (May 20, 2026) - Today, Governor Kevin Stitt directed the Attorney General to cooperate with the Trump administration’s audit of Medicaid Fraud Control Units and ensure that Oklahoma taxpayer dollars are not being misused by bad actors.

In politics, particularly during election years, thinly sourced allegations of wrongdoing are not unusual. Even so, a recent attack on State Treasurer Todd Russ makes for especially thin gruel. We’re supposed to believe Russ spearheaded a conspiracy to award a state contract … to the lowest bidder.

Several years ago, the Oklahoma Legislature created the Invest in Oklahoma program to encourage state pensions to invest up to 5 percent of their assets in Oklahoma-based companies. Eventually, lawmakers also voted to put the treasurer’s office in charge of the program but provided no extra funding to the agency to cover associated costs.

OKLAHOMA CITY (May 18th) – A bill requiring all youth camps and outdoor programs to conduct a site-specific hazard assessment and develop an emergency action plan by the end of the year has become law.

Rep. Josh Cantrell, R-Kingston, is the author of House Bill 1675.

"Camp should be a fun time for our kids," Cantrell said. "But in Oklahoma, we have a lot of severe weather. Making sure our camps are as prepared as they can be will help keep young campers safe and give parents and everyone else involved much more peace of mind."

On Sine Die, the Legislature failed to override the Governor’s veto of House Bill 3320, which would have permanently extended 39 boards and commissions by removing their statutory sunset dates.

We should not permanently extend boards and commissions without first seeking reform and consolidation. The answer cannot always be more government.”

Stanley Applauds Signing of Reportable Disease Legislation, Recognizes Alpha-Gal Awareness Month

OKLAHOMA CITY— Senator Brenda Stanley, R-Midwest City, applauded Senate Bill 1644 becoming law, legislation she authored to designate Alpha-gal Syndrome (AGS) as a reportable disease in Oklahoma.

Alpha-gal syndrome is a potentially life-threatening allergic condition, most often caused by lone star tick bites, that is increasingly affecting Oklahomans. The disease causes varying symptoms ranging from mild to severe, most commonly causing allergic reactions to meat and other animal products such as dairy and certain medications.

SB 1644 directs the Commissioner of Health to add Alpha-Gal Syndrome to the Oklahoma State Department of Health’s published list of reportable diseases and conditions, helping improve awareness and data collection related to the growing condition.

“This new law will ensure Alpha-Gal Syndrome is added to the state’s reportable disease list so we can better support patients and healthcare providers as they work to understand and treat this disease,” Stanley said.

Stanley, who serves as vice chair of the Senate Health and Human Services Committee, said improving awareness and public health monitoring of Alpha-Gal Syndrome is critical.

To further awareness efforts, the Oklahoma Senate adopted Senate Resolution 28, declaring May as Alpha-Gal Awareness and Prevention Month in Oklahoma to help increase public understanding of the condition and encourage tick-bite prevention efforts statewide.

“Recognizing Alpha-Gal Awareness Month is an important opportunity to educate Oklahomans about this serious condition and the impact it has on families across our state,” Stanley said. “I was proud to author SB 1644 and support the adoption of SR 28 to encourage prevention and education efforts related to tick exposure and Alpha-Gal Syndrome.”

Stanley’s Senate Bill 1644 will take effect Nov. 1.

Supporters of State Question 832, which would impose a California-style wage law in Oklahoma that continually increases the state minimum wage based on the cost of living in places like New York City, portray it as a magic elixir that will boost economic growth and wages for all.

In reality, SQ 832 will boost prices for all while reducing job opportunities for many.

State Question 832 would impose a $15 an hour minimum wage and require rapid escalation every year thereafter, putting the wage mandate on a fast track to $35 and higher in future years.

Obviously, as wages rise, some businesses will reduce job creation, cut worker hours, or resort to automation.

But the ripple effects of SQ 832 mean those entry-level workers, and all Oklahomans, will also pay higher prices.

OKLAHOMA CITY (KFOR) — The man behind a political group running a controversial AI-generated attack ad in Oklahoma’s governor’s race also holds a top position at the firm running a different candidate’s campaign—raising questions about whether the two are illegally coordinating.

The group’s ad targets Republican gubernatorial candidate Mike Mazzei. The firm in question runs the campaign of opponent Gentner Drummond.

Mazzei’s campaign accuses the group of illegally coordinating with Drummond’s campaign. The group and Drummond’s campaign both deny it.

SQ 832: A Competition-Crushing, AI-Adopting Dream for Big Business

State Question 832, the ballot measure that would dramatically raise Oklahoma’s minimum wage, is a gift to Big Business, Big Tech, and the accelerating AI revolution. Oklahomans will vote on June 16th to decide the fate of our state's economic future. SQ 832 is bad news, and let me take a few moments to warn you about it.

We stand at the threshold of tremendous technological transformation, one that risks the “de-humanization” of common work. AI, algorithms, and robotics are increasingly being used, in all industries, to handle routine tasks. I'm watching it grow in the cleaning and restoration industry; I'm sure it's in your field as well.

If you pay any attention at all to what the Big Tech gurus are saying at global conferences and shindigs, they are eager to remove humans from the labor equation wherever possible. Other actors are seeking to use this to pursue a socialist Universal Basic Income, whereby everyone is on the government dole and thus more easily controlled, particularly as tech-driven surveillance becomes more mainstream (see State Rep. Tom Gann's long-running fight against the implementation of Flock cameras and similar technology across the state).

SQ 832 does not fight this trend; it subsidizes it. Rather than lifting employees up the ladder, it would saw it off above their reach.

Russ: county treasurers misuse taxpayer-funded gov't emails to endorse candidate, violating Ethics rules

The biggest disappointment to me so far in this election cycle was when Cindy Byrd, at the last second, switched from running for an open Lieutenant Governor seat to filing against incumbent State Treasurer Todd Russ. My impression has been that Russ has done a good job as Treasurer, and the manner in which Byrd (who has been a fantastic State Auditor) switched races last-minute has left many with a bad taste in their mouth. OKLAHOMA CITY (April 30th) – Rep. Denise Crosswhite Hader, R-Piedmont, today is reminding Oklahomans they can opt-in on a federal income tax credit next year for individual contributions to scholarship granting organizations (SGOs). Funding is to be used for scholarships for elementary and secondary education expenses.

OKLAHOMA CITY (April 28th) – The Oklahoma Senate today unanimously passed legislation from Sen. Grant Green, R-Wellston, to protect Oklahomans from higher utility costs as a result of the growing number of data centers across the state. 

The Senate passed an amended version of House Bill 2992, the Data Center Consumer Ratepayer Protection Act of 2026, that adds greater transparency requirements and community input for new developments.

“This legislation makes it abundantly clear that all developments that would put significant strain on Oklahoma’s electric grid must cover their own costs,” said Green, chair of the Senate Energy Committee. “Under no circumstances should Oklahoma families, farmers, ranchers and small business owners be left footing the bill.”

Sweeping reading reform puts state on right path

This week, surrounded by school children, Gov. Kevin Stitt signed a sweeping reform that will dramatically improve literacy outcomes.

Based on Spring 2025 state tests, just 27 percent of Oklahoma third graders read at or above grade level. National Assessment of Educational Progress (NAEP) tests show only 23 percent of fourth-grade students scored at or above proficient in 2024. Only two states did worse.

Oklahoma’s abysmal reading outcomes have occurred even as public schools’ per-pupil revenue has surged more than 50 percent since 2018. The problem was not money, but execution.

Fortunately, Mississippi provided a guide map.

Since the 2013 passage of Mississippi’s Literacy-Based Promotion Act (LBPA), Mississippi has climbed from 49th to ninth for fourth grade reading, according to NAEP. Mississippi is the only state where the bottom 10 percent of students scored better in 2024 than their 2013-2014 school-year counterparts.

Senate passes bill to criminalize delivering (but not ordering!) abortion pills

This is another piece of legislation that dances around actually abolishing abortion in Oklahoma and treating all participants in the murder of the unborn equally. Under this bill, it would be a felony crime to deliver — but not to order — abortion pills. 

That's right. An individual ordering a murder pill and originating the process of this infanticide would be exempt from prosecution, but the person "knowingly or intentionally delivering" the pills would be criminalized. 

Why must pro-life Republicans try so hard to be 'cute' and play around the edges when it comes to ending abortion? For decades now, the Republican-led legislature has advanced piecemeal half-measures, rather than attacking the issue in a full-fledged, all-encompassing, equal-justice manner.

This bill passed by a vote of 37-10, with abolitionist State Sen. Warren Hamilton (R-McCurtain) debating and voting against it, arguing for a measure that actually accomplishes the goal of ending abortion, rather than nibbling around the edges. Hamilton was a coauthor of a bill in 2025 that would have addressed the pro-life "loopholes" that Attorney General Gentner Drummond is using to not enforce Oklahoma's existing ban [Oklahoma Statute 63-1-733] on self-managed abortions, i.e. abortion pills at home. 

It's not that Sen. Bullard or Rep. Hader's motivation is bad; their hearts are in the right place, seeking an end to abortion. It's just that this isn't the way. It's that we can do better, but the leadership won't allow it.

We absolutely can pass a bill to fully abolish abortion. There's a bill in the legislature that does that very thing. Leadership could still allow it to be heard, but they refuse to.

The only thing preventing the Oklahoma Legislature from abolishing abortion is the cowardice of the GOP leadership. Instead, they want to placate the grassroots who want to see abortion ended by giving them tiny bites at a time.



Senate Gives Final Passage to Bill Creating Crime of Abortion Pill Trafficking

OKLAHOMA CITY (April 30th) – Sen. David Bullard, R-Durant, has advanced to the governor’s desk legislation that would outlaw the home delivery and distribution of abortion pills.

Today, in a vote of 37 to 10, the Senate passed House Bill 1168 to make it a felony crime to traffic abortion pills.

The measure creates a felony offense for anyone to knowingly possess or deliver abortion-inducing drugs — including mifepristone, misoprostol and methotrexate — to someone who intends to use them for an abortion.

OKLAHOMA CITY (April 23, 2026) - Governor Kevin Stitt has signed House Bill 4071, the Oklahoma Dream Accounts Investment Program Act, to help give every eligible Oklahoma child a stronger financial start in life.

“The American Dream is different for every young Oklahoman. Let’s give them the opportunity to achieve it. With Trump Accounts and this $250 investment from the state, we are putting real resources behind their future,” said Governor Stitt.

Governor Stitt called for the investment in these American Dream accounts in his State of the State. HB 4071 creates the Oklahoma Dream Accounts Investment Program and the Oklahoma Trump Account Investment Fund. The bill authorizes the State Treasurer to make a one-time $250 contribution into the federally authorized Trump Account of each eligible Oklahoma child, once a family applies and the account is verified.

Bill Designating Wheat as Official State Crop Heads to Governor’s Desk

OKLAHOMA CITY (April 29th) – The Oklahoma House of Representatives voted unanimously in favor of Senate Bill 2159 today to designate wheat as the State Crop of the State of Oklahoma. Having now cleared both chambers with unanimous support, the bill now advances to the governor’s desk for final review.

The bill, by Senator Roland Pederson, R-Burlington, was passed in the House Wednesday, coinciding with Ag Day at the Capitol festivities.

“Seeing this bill pass on Ag Day is incredibly meaningful as we celebrated one of Oklahoma’s most vital industries,” Pederson said. “Wheat is a key part of our state’s agricultural economy and plays a big role in supporting our rural communities. On a day dedicated to agriculture, this designation underscores the importance of wheat and the producers behind its success across the state.”

Cleveland County Sheriff Amason resigns after pleading no contest to embezzlement


Cleveland County Sheriff pleads no contest to embezzlement, resigns from office

OKLAHOMA CITY (April 27, 2026) – Cleveland County Sheriff Donald Amason pleaded no contest today to one felony count of embezzlement, stemming from a recent indictment brought by the Multi-County Grand Jury. Under the terms of the plea agreement, Amason has agreed to resign from office effective immediately, pay $10,000 in restitution, accept a five-year deferred sentence and surrender his CLEET card.

Amason was charged with moving between $2,500 and $15,000 from his campaign account to himself and others on multiple occasions, violating the ethical rules that govern use of campaign funds. The transfers occurred between May 2020 and July 2025.

OKLAHOMA CITY (April 28th) – Today the Oklahoma House sent a bill to the Governor's desk that requires school districts to permanently adopt a policy prohibiting students from using cell phones on campus during the school day.

“Bell to Bell, No Cell” was originally introduced as pilot legislation in 2025, requiring Oklahoma school boards to adopt policies prohibiting cell phone use on campus during the school day. Feedback from teachers, students and parents following the pilot program was overwhelmingly positive, prompting legislators to advance permanent legislation establishing the cell phone ban in state statute.

To attack school choice, opponents now insist virtually everyone in Oklahoma is “rich.” That will surprise most families.

The Oklahoma Parental Choice Tax Credit program provides refundable tax credits of $5,000 to $7,500 per child to cover private school tuition. The largest tax credits go to those with the lowest incomes and families with income of less than $150,000 per year are prioritized.

The program has been very popular and demand is expected to exceed the current $250 million supply, so House Bill 3705 increases the cap to $275 million. During April 9 debate, however, opponents repeatedly implied that thousands of working families are, in fact, wealthy.

OKLAHOMA CITY – Senator Avery Frix, R-Muskogee, applauded the passage of House Bill 4067, which directs funding to enhance safety measures at the Oklahoma School for the Blind in Muskogee.

HB 4067 appropriates $93,000 to the Oklahoma Department of Rehabilitation Services for Fiscal Year 2027 to support the establishment and maintenance of a School Resource Officer (SRO) program or provide physical security improvements at the Oklahoma School for the Blind.

“At a time when school security is more important than ever, we must do everything we can to protect students in Oklahoma schools,” Frix said. “The Oklahoma School for the Blind is a valued part of the Muskogee community, and this funding will ensure they are equipped to maintain a safe and secure campus.”

Mazzei calls out dark-money attack ad for lying on tax record

Tulsa, OK (April 19, 2026) - Mike Mazzei, Republican candidate for Oklahoma Governor, is responding to an attack ad launched by a dark-money Political Action Committee [PAC] this week. The commercial falsely accuses Mazzei of opposing income tax cuts in 2016.

More Gambling OK? Legislators reach agreement with Thunder, tribes on Sports Betting

Why is it that some of the greatest social ills chronically plaguing Oklahoma are advanced under the guise of "helping the children" through some sort of rosy promise of "more money for education"? Here's something I wrote back in 2025 when the last version of Coleman and Luttrell's bill passed the State House (in 2023, like true politicians, they lamented missing out on all that juicy tax revenue this would generate):

Terrible idea. Of all the things to be on a multi-year crusade about, State Rep. Ken Luttrell and State Sen. Bill Coleman have been on one to expand gambling in Oklahoma. Society - and sports at all levels - will reap a negative harvest from this in years to come. Shame on every legislator who voted for this.

Read the amendment. It includes a veritable slush fund specifically for the OKC Thunder, I mean, "a professional sports team that is part of the National Basketball Association and located in a county in this state with a population exceeding six hundred thousand (600,000)" of up to $7,000,000 per year - ostensibly "for the purposes of economic development, job training, community improvement, regional tourism assistance or new tourism attraction creation, including capital improvements or debt service support in connection therewith, tourism marketing separate from or in connection with an agency of this state, supplemental educational or vocational programs in science, technology, engineering, arts, or mathematics, public safety, other projects in this state in the public interest," – but get the very next words – "or other team business operations."  


Coleman, Luttrell Reach Agreement with OKC Thunder, Majority of Tribes on Sports Betting

OKLAHOMA CITY – Sen. Bill Coleman and Rep. Ken Luttrell announced today that they will move forward with a new version of a bill to legalize sports betting after securing support from key stakeholders.

After years of negotiations, the Ponca City Republicans said this new legislation that supports public education and economic growth has support from the Oklahoma City Thunder, a supermajority of the tribes that are members of the Oklahoma Indian Gaming Association and the state’s leading public universities.

Coleman filed new bill language today through an amendment to House Bill 1047. He said he expects the full Senate will vote on the measure this week.

City of Muskogee: sirens failed prompt activation due to communication disruption

In the aftermath of Tuesday's tornado in Muskogee and the failure of the tornado sirens to go off until after the EF1 twister (with a final path length of 14.3 miles) had blown through southern neighborhoods in the city, officials have tracked down the issue that caused the delay:


Statement on Outdoor Warning Siren Activation

MUSKOGEE, Okla. April 17, 2026 -  The City of Muskogee is providing an update regarding the delayed activation of the Outdoor Warning System during the severe weather event on April 14, 2026.

Following an extensive investigation by the contractor responsible for maintaining and servicing the Outdoor Warning System, the City of Muskogee has been informed of the conditions that prevented the timely activation of the sirens.

The investigation found that the system controlling the sirens functioned properly and issued the activation command immediately after the tornado warning was released by the National Weather Service. However, a disruption in the system’s communication link prevented that activation command from reaching the sirens.

City responds to siren delay after tornado strikes southern part of Muskogee

Last night around 11pm, a tornado struck southern portions of the city of Muskogee, with damage focused in the Grandview 7 and Hilldale areas. It seems to have been relatively minor, with no injuries reported that I have heard.

However, I noticed that tornado sirens did not go off in the city limits of Muskogee until the tornado was already crossing the Arkansas River headed toward rural portions of the county between Fort Gibson and Braggs, well after the damage had already been caused. 

Contrary to assumptions that some are posting on social media, the National Weather Service has no input or responsibility for activating sirens during severe weather. That lies with the local government bodies, in this case, the city emergency management department. The city will activate the sirens during damaging wind events in addition to tornado warnings. This storm system dropped a tornado in fairly rapid fashion, so whether the failure was because the system itself failed or because it wasn't activated by those responsible remains to be seen.

In 1998, four major tobacco companies agreed to a settlement with 46 states, including Oklahoma. The tobacco companies promised to pay participating states at least $206 billion over the first 25 years in exchange for those states dropping litigation.

In 2000, Oklahomans approved a constitutional amendment requiring that the state’s annual payments from tobacco companies be deposited into the Tobacco Settlement Endowment Trust (TSET) with investment earnings earmarked for smoking cessation and other health-related measures.

In theory, TSET was supposed to eliminate “politics” from spending decisions. In practice, it simply eliminated voter input and left unaccountable, unelected bureaucrats in charge of TSET spending.

The results are embarrassing, at best. After a quarter-century, Oklahoma still ranks among the worst states for smoking. States that simply spent their tobacco settlement money on general expenditures are doing much better.

Initiative petition begins to put legislative bill hearing reform on ballot


Signature Collection begins April 18 for State Question 840

Oklahoma City, OK, April 10, 2026 — Supporters of State Question 840 today announced that the official 90-day signature collection period will begin on April 18, 2026, marking a key step toward placing the proposed constitutional amendment before Oklahoma voters. 

State Question 840 would amend the Oklahoma Constitution to guarantee legislative bill hearing rights for all duly elected members while establishing enforceable accountability measures. The proposal is intended to ensure that all representatives have a fair opportunity to present and advance legislation on behalf of their constituents.

The largest occurred in 2018 when a total of 794 candidates filed for office.

Jed Cochran announces campaign for Congress in 1st District

The first time I encountered Jed Cochran was at the 2008 2nd Congressional District Convention. There was a near-even split between the libertarian Ron Paul supporters and the GOP activists, fighting over three delegate and alternate-delegate slots to the 2008 Republican National Convention. Each vote was on a knife's edge and hotly contested.

One of the delegate candidates that nobody knew, a kid from Atoka County named Jedidiah Patriot Cochran, gave such a great stump speech that both sides thought he was one of theirs, and as I recall he received the most votes of anyone that contested day, winning his race handily. There was palpable confusion afterwards as both camps realized that, no, he wasn't "one of theirs" after all... or with the "other side"... but just a conservative rural kid who wanted to be a RNC delegate.

Cochran later went on to work for both U.S. Senators Coburn and Inhofe, and on Steve Russell's successful 2014 congressional campaign staff.

Mullin confirmed as DHS Secretary, Stitt appoints Alan Armstrong as replacement


In a 54-45 vote yesterday afternoon, the United States Senate confirmed Oklahoma Senator Markwayne Mullin as the new Secretary of Homeland Security. Three senators crossed party lines in the vote; Rand Paul (R-KY) voting against, while John Fetterman (D-PA) and Martin Heinrich (D-NM) voting for Mullin. 

With Mullin's resignation to take the cabinet position, Governor Kevin Stitt this morning announced his selection of energy executive Alan Armstrong to fill Mullin's seat for the remaining nine months of the Senate term.

Armstrong, stepping down as Executive Chairman of the Board of Directors at Tulsa-based Williams Companies, says he will be focused on achieving permitting reform for large-scale infrastructure and energy projects. Stitt indicated conversations with Senate leadership and the White House led to specific requests for an appointee that could help in this area.

Given Armstrong's limited time as the placeholder for the Senate seat, there is a very short window of time in which he will have ability to act on legislation. Stitt said he chose Armstrong to help work across the aisle to bring movement on this particular area of policy (again, with confirmation from Senate leadership and the Trump administration).

Stitt mentioned transmission line projects during the press conference, in addition to other energy-related issues, which will likely cause ears to perk up among local activists across the state (and region) who have fought against similar projects and proposed wind-energy farms.

OKLAHOMA CITY (March 20, 2026) - Governor Kevin Stitt today signed an executive order requiring a comprehensive review of how Oklahoma’s public education funding is being spent.

Under the Governor’s leadership, state appropriations for Oklahoma’s public school system have increased more during the last seven years than in the past 25 years combined. Between local, state, and federal dollars, $9.6 billion is allocated to public education each year, representing the largest annual investment of taxpayer dollars.

The combination of good government policies, over time, has a compounding effect that reaps growing benefit for a state. The same is true of bad government policies.

Oklahoma’s loss of major company headquarters in recent months is tied to the latter and shows why lawmakers must not retreat from undoing the harmful policy legacy of Oklahoma’s first 100 years.

When officials with Devon Energy and Coterra Energy announced the two companies are merging, they also announced the combined company will be headquartered in Houston, Texas, not Oklahoma City.

Shortly after, Expand Energy—formerly known as Chesapeake Energy—announced a similar headquarters relocation.

Congressman Kevin Hern launches campaign for U.S. Senate

Tulsa Congressman Kevin Hern officially launched his campaign for the U.S. Senate seat being vacated by Senator Markwayne Mullin, who President Trump is nominating to head up the Department of Homeland Security.

Hern will start the campaign with an astronomical financial lead over pretty much anyone else who might jump into the race. Dominos are now falling that will throw the Oklahoma election into pure chaos. Already, candidates are lining up to run for the 1st Congressional District seat that Hern will be leaving, and some of those candidates will be leaving legislative or local offices open.

OKLAHOMA CITY, OK (March 3, 2026) –  Amid a surge in outside spending nationwide ahead of the 2026 midterm elections, the Oklahoma legislature has passed a resolution (House Concurrent Resolution 1006) urging Congress to propose a constitutional amendment restoring the authority of Congress and the states to regulate election spending. Oklahoma is the 24th state to take this step.

Earlier this month, the Oklahoma Senate approved the measure unanimously, following unanimous approval in the Oklahoma House of Representatives last year—sending a strong, bipartisan signal that lawmakers want election decisions returned to the states and their elected representatives.

Mullin to DHS: who might replace him in the Senate, plus other repercussions


With the news that President Donald Trump is tapping U.S. Senator Markwayne Mullin (R-OK) to be the new Department of Homeland Security secretary, the 2026 Oklahoma election cycle has been thrown into another round of chaos.

Assuming Mullin's almost-certain confirmation, that will necessitate an interim appointment by Gov. Kevin Stitt to fill out the remainder of Mullin's Senate term (through January 2027). By Oklahoma statute, a temporary appointee pledges to not run for the full-term position. Thus, the appointee will be a lame-duck placeholder, while a fresh slate of candidates will compete for the full 6-year Senate term in the November 2026 election.

In 2020, Medicaid expansion was approved by the narrowest of margins through a ballot measure placed before voters via the initiative-petition process. The proposal added hundreds of thousands of able-bodied adults to the welfare program and put taxpayers on the hook for paying the medical bills of numerous adults who were capable of gainful employment but not pursuing it.

The measure was strongly rejected by election-day voters and majorities in roughly 90 percent of counties. It passed only because of absentee votes. Yet today, Oklahoma faces a reported Medicaid shortfall of roughly a half-billion dollars that is due largely to the expansion. Every dollar going to expansion takes money away from schools, roads, public safety, or tax relief for working families.

The debacle of Medicaid expansion shows why initiative-petition reform is needed. Unfortunately, it has been relatively easy for out-of-state special interests to pour money into Oklahoma to promote badly designed and counterproductive measures that create serious long-term challenges for our state.

Bill to give counties 'marijuana impact tax' option passes first House committee

OKLAHOMA CITY – Rep. Ryan Eaves, R-Atoka, passed a bill this week that would give counties the option to impose a local public service impact tax on retail marijuana sales.

House Bill 3314 would authorize counties to impose up to a 15% public service impact tax on retail marijuana sales within county limits. The bill does not automatically create a tax. If a county chooses to pursue one, it must first be approved by a majority of county voters at a special election. The bill also exempts marijuana grown on private property by individuals that is not sold.

House committee advances Shaw's bill to criminalize hostile foreign land ownership

OKLAHOMA CITY – Rep. Jim Shaw, R-Chandler, secured committee passage of a bill that would add criminal penalties to Oklahoma’s existing prohibitions on hostile foreign ownership of land.

While state law already restricts certain foreign ownership of property, Shaw said current statutes lack meaningful criminal enforcement mechanisms. House Bill 1453 would close that gap by making violations a felony offense.

HB1453 would prohibit foreign governments, entities and businesses linked to countries subject to U.S. arms regulations, as well as entities of particular concern designated by the U.S. Department of State, from acquiring real property or agricultural land in Oklahoma.
