They voted to make it easier to raise your taxes. Vote accordingly.

In 1992, Oklahoma voters revolted against higher taxes and passed State Question 640, a constitutional amendment that attacked the ease with which tax increases had historically been passed. SQ640 required revenue-raising measures to either be passed by a majority vote of the people (50%+1) or a 75% vote in both houses of the Legislature, rather than a simple legislative majority as had been the practice.

Big government advocates and tax hogs have complained about it ever since.

During the last major state budget crisis (2016-2018), most legislative Republicans abandoned their conservative principles in the face of tough fiscal choices. Additionally, they increasingly started to talk about gutting SQ640 and lowering the standard for revenue-raising measures.

Until the 2017-18 special sessions, no outright tax increase had achieved that 75% hurdle, although hundreds of millions of dollars in taxes had been raised through other means (votes of the people, fees, and other sleight-of-hand loopholes). To be fair, very few outright tax increases had been previously attempted. Nevertheless, the 75% hurdle did not prove to be "impossible" as tax fans had decried.

At the beginning of the 2018 legislative session, efforts began in earnest to actually reduce the revenue-raising threshold and gut SQ640's constitutional language. House leadership filed a measure (HJR1032) to drop the threshold to 3/5ths (60%), and then a new measure (HJR 1050) to change it to 2/3rds was brought to the floor.

All of this continued to ignore the fact that a statewide vote of the people only requires a bare majority of 50%+1 vote. Legislators continue to fear placing tax increase measures before the voters, counting instead on short memories to cover up their legislative voting records.

HJR 1050 made it to a vote. An amendment was submitted to reduce the tax-hike vote threshold from the proposed 2/3rds back down to 60% (like HJR 1032). That amendment failed, although a shameful 39 Republicans voted for it. The next vote saw 44 Republicans join 7 Democrats in passing the bill.

That brings us to this election. Three Republicans on the June primary ballot for statewide office and one running for Congress voted to gut SQ640 and make it easier for the Legislature to raise your taxes.


Former House Speaker Charles McCall, and former Rep. Jon Echols, current Rep. John Pfeiffer, and then-Sen. Kim David all voted to reduce the tax-raising requirement from 3/4ths to 2/3rds. Speaker McCall and Reps. Echols and Pfeiffer voted to move it even lower to 3/5ths.

Current Corporation Commissioner and former State Senator Kim David is one of the 11 Republican candidates running for the 1st Congressional District. Her record on tax and fiscal policy is abysmal (bodes well for being in DC, right?).

Just The Facts: Candidate Voting Records on 2016-2018 Tax Hikes

There are a number of current or former Republican state legislators running for higher office, and I wanted to do a post on their voting records during the 2016-2018 tax hike spree that Governor Mary Fallin and the GOP-led legislature went on (I ran the first version of this post during the 2022 election). 

During good economic times, Republicans like to run on tax cuts and no-new-taxes pledges, but the real test of their espoused principles comes during economic downturns and belt-tightening eras. Will their rhetoric match their governing, when push comes to shove and budgets have to be balanced? Will their instinct be to raise taxes, or to cut government?

So, without further ado, Just The Facts: 2026 Candidate Voting Records on Major Tax and Fee Increases in the Oklahoma Legislature, 2016-2018. We will specifically be looking at the voting record of 12 current or former Republican legislators who are on the June 16th GOP primary election ballot for statewide or congressional offices.

The colors I used in the following graphics are not 'green for good, red for bad'. Green means they voted for the tax increase measure, Red means they voted against the tax increase measure, Gray means they missed the vote, and blank means they were not eligible to vote (for example, Sen. Mazzei left office in 2016, and was only around to vote on three of these bills; Humphrey, Pugh, and West didn't enter office until the 2016 election, and thus their votes start in 2017. In other cases the bill either did not receive a hearing in that legislative chamber or the member was not on the committee where a vote took place)

The very last measure in each graphic, HJR1050, is perhaps the most important of these recorded votes, as a green/yes vote there indicates that the legislator voted to make it much easier for the Legislature to raise your taxes.

Let's dive in. The following five former state legislators are running for Governor or U.S. Congress (with former state senators Brecheen and Bice being current members of Congress):

Of these five former legislators, only Brecheen was in the small group of legislative conservatives who valiantly fought a losing effort against the onslaught of tax hikes. Speaker Charles McCall, in particular, ignominiously supported and promoted every tax increase proposal during this time period.

Jed Cochran announces campaign for Congress in 1st District

The first time I encountered Jed Cochran was at the 2008 2nd Congressional District Convention. There was a near-even split between the libertarian Ron Paul supporters and the GOP activists, fighting over three delegate and alternate-delegate slots to the 2008 Republican National Convention. Each vote was on a knife's edge and hotly contested.

One of the delegate candidates that nobody knew, a kid from Atoka County named Jedidiah Patriot Cochran, gave such a great stump speech that both sides thought he was one of theirs, and as I recall he received the most votes of anyone that contested day, winning his race handily. There was palpable confusion afterwards as both camps realized that, no, he wasn't "one of theirs" after all... or with the "other side"... but just a conservative rural kid who wanted to be a RNC delegate.

Cochran later went on to work for both U.S. Senators Coburn and Inhofe, and on Steve Russell's successful 2014 congressional campaign staff.

Congressman Kevin Hern launches campaign for U.S. Senate

Tulsa Congressman Kevin Hern officially launched his campaign for the U.S. Senate seat being vacated by Senator Markwayne Mullin, who President Trump is nominating to head up the Department of Homeland Security.

Hern will start the campaign with an astronomical financial lead over pretty much anyone else who might jump into the race. Dominos are now falling that will throw the Oklahoma election into pure chaos. Already, candidates are lining up to run for the 1st Congressional District seat that Hern will be leaving, and some of those candidates will be leaving legislative or local offices open.

Hern backs out of House Speaker race, Brecheen picks Jordan


With the ouster of House Speaker Kevin McCarthy, the House Republican conference is in the midst of a multi-way race for the next Speaker. Reps. Jim Jordan (R-OH) and Steve Scalise (R-LA) were early names, while Oklahoma's 1st District Congressman Kevin Hern openly considered joining the race. In the past 48 hours, there have even been rumors that some members may seek to renominate McCarthy for the position. Earlier this week, Hern officially declined to put his hat in the ring, while 2nd District Congressman Josh Brecheen endorsed Jim Jordan:

WASHINGTON, DC (June 21st) — Representative Kevin Hern’s (OK-01) legislation, HR 3799, the CHOICE Arrangements Act, passed the House of Representatives this afternoon 220-209 and is headed to the Senate. HR 3799, which passed the Ways and Means Committee last week, would allow employees to use money from their employer to buy a healthcare plan that works best for them.

Trump's NASA head, former Congressman Jim Bridenstine endorses Ron DeSantis for President


The Ron DeSantis team is drip-dripping Oklahoma news ahead of the Florida governor's Tulsa event on Saturday. Today, it's an endorsement from former 1st District Congressman Jim Bridenstine, who was appointed by Pres. Trump to head up NASA. This is a good 'get', as Bridenstine was a very reliable conservative in Congress, and a member of the Freedom Caucus (some of the legislators announced the other day have less stellar conservative credentials).

Reps. Hern, Brecheen blast Biden's bloated budget proposal

President Biden released a 6.9 trillion dollar budget on Thursday, a $1.1T increase from his budget proposal for the past fiscal year. You can read some more about it here from The Federalist. There are nearly $5 trillion in tax hikes over the next decade as part of the plan, and massively increased spending across the sprawling, bloated federal government monstrosity.

WASHINGTON, DC – Representative Kevin Hern (OK-01) released the following statement after voting against the House Amendment to S. 610, a bill changing the rules of the Senate to allow the Democrats to circumvent the 60-vote threshold for cloture, which they can already do using the reconciliation process.

“Earlier this year, I led over 100 of my colleagues in the House in the commitment against voting for a debt limit increase,” said Rep. Hern. “Our Republican colleagues in the Senate signed a similar commitment, giving the Democrats several months’ notice that they would need to do this on their own. Instead of working ahead to avoid a default on our debts, Democrats waited until the last minute and are trying to rewrite the rules of the Senate instead of using the tools already at their disposal, like the reconciliation process. The American people don’t trust these swampy maneuvers; they see through the false statements from Democrats who control the White House and both chambers of Congress yet blame their gridlock on Republicans.”

State Sen. Nathan Dahm to make "huge campaign announcement" on Tuesday

State Senator Nathan Dahm (R-Broken Arrow) is pushing into the news by teasing a "huge campaign announcement" set for a rally on this coming Tuesday. The veteran legislator is in the middle of his final term, having been reelected without opposition in 2020. 

Dahm has been rumored to be considering an attempt at a higher office for several years, having placed fourth in a close (and crowded) field in the 2018 1st Congressional District primary. His name has been floated for a variety of offices, not the least of which is U.S. Senate. Incumbent U.S. Senator James Lankford is on the ballot in 2022, having already drawn a challenger in Jackson Lahmeyer, whose primary hype seems to be an endorsement by former Trump administration member General Michael Flynn and other QAnon friendly jokers characters.

Well known as the most conservative sitting member of the State Senate, Dahm is also a flagrant self-promoter and headline chaser, having filed some legislation (here, here, here, plus others that I declined to post) that I, quite frankly, found to be legislative clickbait, more meme than meaningful, and groveling attention-grabbers.

Congressional Redistricting town halls set for July and August


Congressional Redistricting Meetings Scheduled

OKLAHOMA CITY (May 25th) – The Oklahoma House of Representatives and the State Senate redistricting offices today announced the schedule for town hall meetings on the congressional redistricting process. Legislators and redistricting office staff will answer questions and take comments from the public during the meetings.

Five in-person town halls are scheduled – one in each congressional district. Two virtual town halls also will be held for those who can’t attend one of the in-person meetings.

Congressman Hern: Here's why I will object to electoral college vote count

1st District Congressman Kevin Hern announced today that he will join many of his fellow Republican congressmen in objecting to the electoral college vote when it is formally tallied in a joint-session of Congress on January 6th. Below is his statement on why he will do so:


Today, I write to announce my intent to join efforts on January 6 to object to the counting of electoral college votes in those states failing to follow their own election laws and procedures in the administration of the presidential election. I also call on my colleagues in Congress to not only fully investigate election improprieties, but to also study and debate measures that can be implemented to protect elections in the future. 

Since November, I have been contacted by countless constituents expressing their concerns with the security and administration of this year’s presidential election. I believe this issue strikes at the very heart of our national identity, because the success and longevity of our Republic relies on the fundamental idea of free and fair elections.

Capitalism pulled me out of poverty, why can’t AOC admit it saved her, too?

It is well-documented that my colleague, Alexandria Ocasio-Cortez, worked in the service industry before running for Congress. It’s part of the reason why she gained so much traction with young people in her party. To be honest, I admire her ambition and think it should be applauded that she has found such success. It’s only possible in America.

What’s less well-known is that she is far from the first person to make that economic jump, and there are several sitting Members of Congress who come from much poorer backgrounds and worked their way to prosperity.

No one wants to talk about it because we’re conservative. We believe that capitalism is what pulled us out of poverty, and we want to maintain that system for future Americans.

The beauty of America is that anything is possible. No matter what economic class you are born into, there is opportunity to turn yourself into anything, if you are willing to work for it. There’s no limit to what you can achieve with a big idea and a strong work ethic.

There are not many people in Congress who can testify to that statement quite like I can.

For many years of my childhood, we didn’t have electricity or running water, because my mom and stepdad couldn’t afford to pay the bill. I remember coming home from elementary school not knowing if we’d have food for dinner most nights. I was mocked by classmates for my worn-out clothes. I was looked down on for receiving free lunches at school. We were constantly moving from house to house because my stepdad never made the rent.

That didn’t stop me from dreaming. In fact, it motivated me. It inspired me to work so hard that my future family would never live like that.

WASHINGTON, DC (December 4th) – Representative Kevin Hern (OK-01) joined a bipartisan, bicameral letter to House and Senate leadership urging inclusion of the No Budget, No Pay Act in any end-of-year budget discussions and government funding legislation.

The No Budget, No Pay Act incentivizes Members of Congress to pass a budget by withholding pay until the budget is completed.

Lucas applauds Trump for expanding access to telehealth

Cheyenne, OK – Earlier this month, President Donald Trump signed an Executive Order (the Order) further expanding access to telehealth services during the COVID-19 pandemic, especially in rural communities. Hern files bill to protect First Amendment activities from unequal enforcement

WASHINGTON, DC – Representative Kevin Hern (OK-01) introduced the Equal Opportunity First Amendment Act to the House last week. The bill addresses disparity between decisions made to ban certain First Amendment-protected activities under State of Emergency but not others.

“Most states have seen wildly varying interpretations of social distancing guidelines over the last several months,” said Rep. Hern. “In many instances, Americans are confused and horrified as their local government allows large gatherings of people exercising their First Amendment right to protest but bans church services. In many communities, businesses and shopping malls are open but houses of worship still have a 10-person limit. These inconsistent ordinances are disproportionately harming communities of faith. If the First Amendment protects protesters, it protects worshippers as well. My bill ensures that our First Amendment rights are evenly interpreted by local governments and provides a legal course of action for individuals whose rights are violated.”
