State Treasurer Todd Russ Announces Re-Election Bid

(Wednesday, June 4th, 2025) State Treasurer Todd Russ announced today that he is running for a second term in 2026. Russ, a Republican, was elected in 2022 with 65 percent of the vote, sweeping all 77 counties. 

“As Treasurer, I use my extensive background in banking and business, along with more than a decade of mastering the inner workings of state government, to help conservatively manage Oklahoma’s money and financial resources, significantly improving the state’s financial position,” Russ said.

“It would be my honor to continue serving the citizens of Oklahoma as their State Treasurer. My conservative values align with the vast majority of Oklahomans. I know the value of hard work and the importance of standing for Godly values and honest, ethical leadership,” Russ added.

Under Treasurer Russ’ leadership, the state’s bond rating was twice upgraded by S&P and Moody’s, the nation’s two largest credit rating agencies. Russ also guided Oklahoma’s investment portfolio to the highest earnings in the state’s history. The Treasurer’s Office has given back $89.7 million to everyday Oklahomans by returning their Unclaimed Property, including a historic payment of $3.1 million to a single family. Another program that has been successful under Treasurer Russ is the Oklahoma Education Savings Program, also known as the 529 Plan. This tax-free savings plan can be used for tuition, housing, and almost everything in between. In less than three years, due to the dedicated efforts of Russ and his team, the program has seen a 21.6% increase, totaling more than $250 million in tax-free savings.

As State Treasurer, Russ also serves on ten boards: State Board of Equalization, Council of Bond Oversight, Teacher’s Retirement System, Public Employees Retirement System, State Pension Oversight Commission, Oklahoma College Savings Plan, Tobacco Settlement Endowment Trust, Capitol Improvement Authority, Industrial Finance Authority, and Oklahoma Broadband Governing Board. 

With over 30 years of banking and business experience, Russ served as President and CEO of the Washita State Bank in Burns Flat, rated as one of the top-performing banks in its peer group. In 2008, Russ began management consulting with banks and businesses after selling the majority of his bank stock. He has served on the Oklahoma Bankers Association Board of Directors and as Chairman of the OBA Small Bank Council.

Russ is a fourth-generation rancher/farmer from Western Oklahoman. With a bachelor’s degree in Finance from Southwestern Oklahoma State University, Russ received his graduate degree from the University of Colorado Graduate School of Banking. He has specialized training in Asset/Liability Management and Interest Rate Risk Analysis.

Before being elected State Treasurer, Russ represented District 55 for six terms (2009-2022) in the Oklahoma House of Representatives. During his tenure, he served as Chairman of the House Transportation Appropriations and Budget Committee and was a member of House Leadership.

Russ was the founder of the BFDC Educational Foundation. He was a charter member of the Oklahoma Southwest Economic Alliance. Russ also served as a member of the Cordell City Council and on the advisory board for the Western Technology Center for Business. He is a graduate of Leadership Oklahoma.

Russ has been married to his high school sweetheart, Khristy, for 41 years. They are members of New Beginnings Assembly of God in Cordell, where they live. They have three children and seven grandchildren.
