Former Mental Health Commissioner Terri White co-chairs 'Protect Our Kids NO 820' effort

There seems to have been precious little as far as campaigning for or against the upcoming recreational marijuana state question (unless it's been TV... which I rarely watch). We received our first mailers on the issue in the past week, both of which from the 'Yes' side. I certainly hope the 'No' campaign gets its act together, gets the word out, and that voters reject SQ 820.

Governor Stitt selects Jason Reese as new general counsel

Group calls pro-SQ805 ads "disengenuous", says ads hide criminals' long rap sheets

“DISINGENUOUS:” Proponents of State Question 805 Are Hiding “Long Rap Sheets” of the Criminals in Their Ad

Criminals featured in Ad actually have much longer criminal records than suggested — perpetrators have been charged with serial theft, stolen vehicle, weapons charge, obstructing an officer, drug possession, assault and battery, and more.

Oklahoma City (No 805, October 1, 2020) — Proponents of State Question 805 launched their Ad just a few days ago, suggesting that the criminals featured in it just needed a little more leniency for their offenses.

However, a FACT CHECK now reveals that the individuals featured in the ad actually have a long trail of crimes behind them that tells quite a different story.

Mary:
9 felonies total

A criminal character who is portrayed in their initial ad is a person whom proponents say is an older woman arrested for just “writing a few bad checks.” But in fact, the Oklahoma Department of Corrections database proves that where there’s smoke, there’s fire.

The character in the ad appears to be based on Mary L. Phillips, who didn’t just “write a few bad checks” — rather, she has at least 14 counts of bogus check-writing, forgery, possession of a controlled substance (drugs), larceny, and more. She has 9 felonies:


“Bruce”

7 felonies total

The 805 ad also highlights a veteran named “Bruce” — whom the proponents of S.Q. 805 portray as a guy who after leaving the military was just a little down on his luck. However, Bruce was given many chances even after committing theft, possession of drugs, and stealing a vehicle, He was given every opportunity including drug court in lieu of prison — but eventually he even went AWOL from that. He has 7 felonies total.

“Barry”
8 felonies total

Another individual that proponents of 805 like to discuss is “Barry” — who proponents suggest was facing incarceration for simply “stealing a lawnmower” — but he, too, has a long rap sheet. “Barry,” who has also used an alias, has at least 8 prior offenses in 3 different jurisdictions and has committed serial theft, stolen a vehicle, was in possession of a controlled substance (drugs), obstructed an officer, had a weapons charge, and more. After he failed drug court, he was placed on an ankle monitor to return to society; while still on his ankle monitor, he committed assault and battery. His Department of Corrections rap sheet actually looks like this:


“Proponents of S.Q. 805 talk about second chances, however this was ‘Barry’s’ ninth chance. If 805 becomes law, and ‘Barry’ commits his 10th felony, he’ll be out in a matter of days because neither the judge nor jury will be permitted to take into account his history as a repeat offender,” said Muskogee County District Attorney Orvil Loge.  “When the system is working harder to keep a criminal out of prison than the criminal himself is, there is clearly a problem.”

The Yes on S.Q. 805 also features a “single mother” who was simply “shoplifting.” But a closer look at her record shows that she was actually a serial shoplifter with multiple violations of larceny/theft, in addition to forgery and at least five (5) occasions of possession of drugs — with at least one occasion of possession of drugs with the intent to distribute (drug dealing). With 9 total felonies, her rap sheet looks like this:

Conclusion 

“These criminals are far from first-time offenders, and for proponents of State Question 805 to suggest otherwise is disingenuous,” said former Governor Frank Keating, supporter of Oklahomans United against 805, former prosecutor and former U.S. Attorney. Keating also oversaw the nation’s top law enforcement agencies such as the Secret Service and the Bureau of Alcohol, Tobacco and Firearms.  “S.Q. 805 would reward repeat offenders, encouraging them to continue committing crimes including check forgery, possession of drugs, domestic violence in the presence of a child, child trafficking, solicitation of a child using online technology, and more. Oklahomans deserve better than this.”

Anti-crime group launches campaign against State Question 805


Opponents Launch Campaign against State Question 805, Which Would Lessen Penalties for Repeat Offenders and Violent Criminals

Oklahoma City - Today, “Oklahomans United against 805” launched their campaign against a state question which would lessen jail sentences for habitual offenders of very serious crimes like domestic violence in the presence of a child, animal cruelty, home burglary, arson or DUI that leaves someone maimed, and even some classifications of child trafficking. 

Opponents of the measure are concerned about the core of State Question 805, which would ban a repeat criminal’s past crimes from being taken into consideration during sentencing. By taking away the ability to enhance a sentence based on past convictions, SQ 805 essentially treats habitual offenders as first-time offenders. 

State Question 805 would, therefore, lessen the punishment for those REPEATEDLY committing these serious crimes.

“It is very clear now that State Question 805 isn’t about providing ‘second chances’ for first-time criminals,” said Tricia Everest, a long-time community activist who has fought for diversion programs like drug courts and veterans’ courts to help break the cycle of crime that hits too many Oklahoma families.  “SQ805 will affect much more than standard drug crimes. It will lessen penalties for those repeatedly committing serious crimes ranging from child trafficking, domestic violence in the presence of a child, and animal cruelty, to property crimes like burglarizing homes.”

Dramatic improvement in Oklahoma citizens’ health. Rural hospitals transformed from near collapse to thriving hubs of medical innovation. Literally a billion dollars raining from the sky.

Those are just a handful of the promises made or implied by supporters of State Question 802, which would expand Oklahoma’s Medicaid program to include many able-bodied adults as part of Obamacare.

You’re probably thinking, “That sounds too good to be true.”

You’re right.

Here’s the truth about State Question 802. It’s been tried in other states—and failed.

The reality of SQ 802 is far different than the pie-in-the-sky claims made by its supporters.

First, it won’t improve health outcomes. States with citizen demographics that are similar to Oklahoma—like Arkansas, Kentucky, and Louisiana—have all expanded Medicaid, yet still rank alongside Oklahoma (or worse) in health outcomes.

T.R.U.S.T. announces 2020 legislative agenda for Transportation


TRUST ANNOUNCES 2020 LEGISLATIVE GOALS
Eight-year highway and bridge construction plan top priority

OKLAHOMA CITY, OK, January 31, 2020 – Transportation Revenues Used Strictly For Transportation (TRUST), an advocacy group dedicated to funding and restoring Oklahoma’s transportation infrastructure, announced its 2020 legislative agenda today with protection of the Oklahoma Department of Transportation’s (ODOT) eight-year highway and bridge construction plan once again its top priority.

While the final FY21 budget will not be finalized by the legislature until the final days of the legislative session, TRUST leaders emphasized the importance of continuing to invest in Oklahoma’s highways and bridges. 

“Since 2006, the legislature has steadily invested in Oklahoma’s transportation infrastructure, most notably upgrading and modernizing bridges and highways across the state, and taxpayers are enjoying the benefits,” said TRUST president Neal McCaleb, former state transportation secretary and director of the Oklahoma Department of Transportation and the Oklahoma Turnpike Authority.  TRUST continues to be an active participant at the state Capitol, and our members have worked closely with the legislature to make genuine progress to modernize our highway and bridge infrastructure. The legislature and executive branch deserve much credit for their vision and support.”

TRUST co-chairman and former Governor Frank Keating commented, “Having a first-rate transportation infrastructure system grows an economy. This is a fact. Oklahomans have benefitted from a steady re-investment of our four-lane highways and bridges, however major projects, such as addressing our two-lane state highways, are still needed across Oklahoma. I firmly believe transportation investment should always be a core priority of the legislative and executive branches, and I am confident the legislative leadership and Governor Stitt will continue to recognize its vital importance as well.”

“Transportation investment is not an overnight process, and past budget challenges created a tough environment at the state Capitol,” said Kell Kelly, TRUST co-chairman. “In order for Oklahoma’s transportation system to continue to progress TRUST members will again advocate to the legislature that all transportation-derived revenues, such as motor fuel taxes and motor vehicle fees, be allocated strictly for transportation purposes.  From addressing state and county surface infrastructure needs to advanced development of our turnpike system to continued highway safety improvements, Oklahoma is moving in the right direction. Private sector businesses locate where transportation systems allow growth and profit. Oklahoma’s location allows easy access to either coast, however businesses will shy away if our transportation network does not keep pace with Texas and other progressive states.  I urge Governor Stitt and the legislature to continue their support of the current infrastructure plans which are allowing Oklahoma to invest in a true 21st century transportation network.”

The TRUST agenda also includes restoring monies to the CIRB fund for county highway and bridge needs, restoring all motor fuel taxes and motor vehicle fees to transportation programs, completion of Oklahoma’s new ports-of-entry (weigh stations), formulating equitable, but not punitive, alternative transportation funding and long-term funding of the federal Highway Trust Fund.

 After the Oklahoma State School Boards Association (OSSBA), the Cooperative Council for Oklahoma School Administration (CCOSA), and others falsely claimed that the Equal Opportunity Scholarship program is a voucher, former Oklahoma Gov. Frank Keating, Oklahoma Council of Public Affairs (OCPA) Chairman Larry Parman, and OCPA President Jonathan Small released the following statements:

Former Oklahoma Gov. Frank Keating:

“I was shocked and saddened to read the false statements by OSSBA, CCOSA, and others claiming the Equal Opportunity Scholarship program is a voucher. A voucher provides government funding for a student to go to a school of their choice. The scholarships provided through the Equal Opportunity Scholarship program are privately funded. These groups have a right to oppose the scholarship program—which actually helps Oklahoma’s rural public schools and most vulnerable students—but their statements and lobbying in opposition should steer clear of an impossibility of truth.”

 OCPA Chairman Larry Parman:

“OSSBA, CCOSA, and others seek to deny families the opportunity for a better education for their children by claiming—without evidence—that the Equal Opportunity Scholarship program is a voucher program that robs public schools of state funding. That is no surprise considering both serve as lobbyists for public school boards and public-school administrators. In fact, the scholarship does not use any state funds. Instead, it encourages private citizens to provide a scholarship that helps families trapped in a poorly performing or unsuitable school. In the face of low test scores and no evidence of ability to remedy the situation, we should unlock educational options by expanding the Equal Opportunity Scholarship program and let parents decide what is best for their children.”

OCPA President Jonathan Small:

“The false statements regarding the Equal Opportunity Scholarship program by OSSBA, CCOSA, and others are stunning. If these groups want to criticize voucher programs—Medicaid, child care assistance through the Department of Human Services, the Lindsey Nicole Henry Scholarship program, or Oklahoma’s Promise, for example—they are well within their rights to do so. But they ought not falsely claim that something is a voucher when it is not.

“The Equal Opportunity Scholarship program, according to statutorily imposed limitations, provides a non-refundable credit against state taxes owed by individuals or corporations who make donations to scholarship or granting organizations. These organizations provide scholarships from private funds to assist students in obtaining an alternative education that better meets their needs or to cover innovative programs in public schools.

“It’s sad that these groups and others desperately resort to fabrications in order to try to block raising the cap on this program. Oklahoma’s Equal Opportunity Scholarship program is similar to programs in 17 other states, its structure has been found constitutional, and it has been found by an independent study to generate $2.91 in government savings for every $1 in tax-credit value.”

OCPA talks higher ed consolidation with News 9


Yesterday, OCPA President Jonathan Small, along with former Governor and OCPA trustee Frank Keating, joined a discussion on News9 about higher education consolidation.

Excerpts:
"There's no greater monument to the good ol' boy system that reigned in Oklahoma for decades," said Oklahoma Council of Public Affairs President Jonathan Small, "than the current higher education footprint."

"When you compare us to other states that have a smaller population like us," Small said, "they don't have near the number of colleges and universities that Oklahoma has."

According to data (located at the bottom of the story)  from the National Center for Education Statistics, Oklahoma has 80 public institutions of higher learning. That's seventh most in the nation; per capita, it's second in the nation.

Critics say that would be fine. if Oklahoma were also ranked that high in the number of degrees being earned, but we're not -- we're 42nd.

"The thing that concerns me," said former Governor Frank Keating, "is I think there are a number of those schools that exist for the purpose of employment in the community and employment of ex-political people."

It’s not clear how many former politicians are now employed in higher education, but former Governor Keating says the only employment these schools should focus on is the employment of graduating students. He says a BRAC process, similar to what's been used to consolidate the nation's military bases, could cut redundant overhead and facilities, and also cut degree programs that don't lead to jobs.

"We have to ask these questions," stated Keating, "are we basically -- I don't mean this to be disrespectful, but -- giving a degree in blotting, erasing and advanced pencil sharpening? I mean, some of these degree programs, they don't hire anybody out of those."

KEATING AND RAINBOLT STATEMENTS ON FALSE ACCUSATIONS AGAINST ATTORNEY GENERAL MIKE HUNTER

OKLAHOMA CITY - The following statements were released by former Governor Frank Keating, former President and CEO of the American Council of Life Insurers as well as President and CEO of the American Bankers Association, and David Rainbolt, Executive Chairman of BancFirst Corp., in response to the false accusations of political contributions to Nancy Pelosi and Harry Reid.

Keating, Coburn urge Senate to pass SB888 and end wind subsidies


Gov. Frank Keating and Dr. Tom Coburn Urge State Senate to Take Up Senate Bill 888 and End Exploding Wind Subsidies

Yesterday, the Oklahoma House of Representatives passed Senate Bill 888 which eliminates the ability for producers of wind energy to cash in unused subsidies. Gov. Frank Keating and Dr. Tom Coburn issued the following statements:

From Gov. Frank Keating:

“It’s time to end cash subsidies for wind production in Oklahoma. The wind production subsidy program has grown wildly beyond what was presented to me and lawmakers when we first approved the credits. As policymakers, when we realize that an act of government isn’t working or has gone way beyond what was intended, it is our duty to change it.” said former Gov. Frank Keating, who signed the first iteration of wind production tax credits when he served as the 25th Governor of Oklahoma.
“Protecting millions of Oklahomans from being forced to unjustly subsidize a wasteful and now unnecessary government program is far superior and morally right rather than adhering to a flawed scheme. The drafting of SB 888 treats refundable wind subsidies in a prospective manner, just as lawmakers have done with the constitutional elimination of the refundability of the Oklahoma Earned Income Tax Credit.”

From Dr. Tom Coburn:

“Since 2015, policymakers at the state Capitol have raised taxes and annual revenue on Oklahomans by $1.1 billion—even raising Oklahomans’ personal income taxes since 2016 by at least $185 million annually alone. Given how much in taxes have been raised on millions of Oklahomans who don’t have an army of well-paid lobbyists to represent them at the state Capitol, it’s unconscionable that Oklahoma would continue the kind of crony-capitalist policy that is a major part of state government’s over-spending addiction that got us into this problem in the first place,” said Dr. Tom Coburn, who served as a United States Senator for Oklahoma.

“I encourage Oklahoma State Senators to cut through the hyperbole and scare tactics presented by crony capitalists who want to continue to massively benefit at the expense of millions of Oklahoma taxpayers. A vote in favor of SB 888 is the exact kind of reform and oversight that lawmakers can support to keep their promise to voters to protect them from wasteful government spending. Wind production in Oklahoma is receiving more than $110 million a year in subsidies from state taxpayers. With some estimates showing state subsidies for one wind turbine exceed the starting salary of an Oklahoma teacher even after the legislatively enacted pay raise, this boondoggle must end.”

Todd Lamb's gubernatorial campaign is releasing an endorsement for each of the last 77 days of the primary ("77 Endorsements in 77 Days"). One of the recent endorsements was former Governor Frank Keating:

Keating endorses Byrd for Auditor


GOVERNOR FRANK KEATING ENDORSES CINDY BYRD FOR STATE AUDITOR

    Former Oklahoma Governor Frank Keating today announces his endorsement of Cindy Byrd, CPA, for the post of State Auditor & Inspector.  In announcing his endorsement, Keating pointed to Byrd as a proven conservative, a staunch advocate for transparency and accountability, and the only candidate in the race for State Auditor with government auditing experience.

     “The reality is, now more than ever, people want to know how their tax dollars are being spent,” Gov. Coburn and Keating endorse McLarty in SD27 Special Election

In the Senate District 27 special election triggered by State Sen. Bryce Marlatt's resignation after being charged with felony sexual battery, the race appears to be between State Rep. Casey Murdock (Conservative Performance Index score of -15.6 in 2016, by far the worst among all GOP legislators) and OKGOP National Committeewoman Carolyn McLarty.

This week, McLarty scored some huge news in gaining the endorsements of former U.S. Senator Tom Coburn and former Oklahoma Governor Frank Keating.

The primary for this race is Tuesday, December 12th.


Frank Keating, Dr. Tom Coburn Endorse Dr. Carolyn McLarty for State Senate

(Woodward, OK, November 27th, 2017): Dr. Carolyn McLarty this morning announced that her State Senate campaign in the District 27 special election has been endorsed by former Oklahoma Governor Frank Keating and former U.S. Senator Dr. Tom Coburn.

"Carolyn McLarty has long embraced the family focused, free market and public integrity agenda of true Republican conservatives," said former Governor Keating. "She will be an excellent and admired legislator. Her win is a win for Oklahoma."

Dr. Carolyn McLarty owned the Animal Care Clinic in Woodward from 1988-2007.  She has represented Oklahoma on the Republican National Committee since 2008, and is a former Chairman of the Woodward County Republican Party and the Woodward County Republican Women.  The Eagle Forum honored Carolyn as the Oklahoma Eagle of the Year in 2012.

Hunter top $400k for Attorney General campaign


Hunter Campaign Exceeds $400,000 Raised

With more than $400,000 raised this year, Republican Mike Hunter’s campaign for Attorney General is off to a strong start. 

“We’re very pleased to be meeting our fundraising benchmarks,” stated Robyn Matthews, Campaign Manager for the Mike Hunter for Attorney General campaign. “It’s clear Mike Hunter’s commitment to fighting for Oklahomans is being well-received by donors and voters.”

The report, filed with the State Ethics Commission shows the campaign raised $189,496 during the third quarter of 2017. This comes on the heels of a strong second quarter showing of $201,424. Perhaps more important, the campaign has a cash-on-hand balance of $293,191 at the end of the third quarter.

During his brief tenure as Attorney General, Mike Hunter has been very active in defending religious liberties, pursuing solutions to the state’s opioid crisis, and stopping abuses of taxpayer money. General Hunter has successfully advocated for East Central University to keep the cross at Kathryn P. Boswell Memorial Chapel, brought charges on opioid over-prescriptions, and protected taxpayers from abuses in the Medicare system. 

“I am pleased we are reporting such a strong effort,” stated Mike Hunter. “The campaign team and our dedicated volunteers are not only raising money, but helping spread the word. We are confident we are well-positioned to get our message out to the voters."

Two contributions listed on the report have been returned. Refunds to Pfizer and Mallinckrodt will appear on the next quarterly report. Those refunds occurred earlier this month, after the September 30 cutoff for this report.

“With General Hunter leading a national effort to address the opioid epidemic, he did not think it was appropriate to accept campaign donations from any opioid manufacturer – even those not involved in the lawsuit,” Matthews said. “This exemplifies why I am so pleased to be working with Mike Hunter. Not only do I know Mike Hunter will always do the right thing, but he goes above and beyond to provide Oklahomans with the transparency they deserve so citizens can have greater faith in our system of government.”

Hunter for Oklahoma 2018 is the official committee for Mike Hunter’s campaign for Attorney General. The committee is chaired by R. Marc Nuttle of Norman and the Treasurer is Marshall Snipes of Oklahoma City. Honorary Chairman is Governor Frank Keating of Oklahoma City.

Coburn, Keating, and Parman Write Letter to Lawmakers


From OCPA: "Earlier today, former United States Senator Tom Coburn, former Oklahoma Governor Frank Keating, and former Oklahoma Secretary of State Larry Parman sent a letter to Oklahoma lawmakers. In it, the three conservative leaders urged lawmakers to finally right-size government, pointing out that Oklahoma is hurting because Oklahomans are hurting."

Here is the letter:

Dear Oklahoma Policymakers,

Ronald Reagan once wisely warned: “In this present crisis, government is not the solution to our problem. Government is the problem.” About taxes and spending, he said, “The problem is not that people are taxed too little, the problem is that government spends too much.” These words of wisdom apply directly to fiscal policies being debated in Oklahoma today.

Take, for example, the last several legislative sessions. Numerous lobbyists for special interests and numerous government executives have worked to focus the discussion on how to take more money from Oklahoma’s most vulnerable citizens, from working Oklahoma families, and from small businesses and job creators.

Each session, the discussion has focused on cries for more revenue, money to be taken from Oklahomans by their government.

The reality, though, is that Oklahomans are hurting—due in large part to the significant price declines in oil and to the failures of the Obama administration’s economic policies and regulations. The Oklahoma Tax Commission reports that from 2014 to 2015 Oklahomans lost more than $13 billion in taxable income. Further, from FY-2015 to FY-2016, Oklahomans cut their purchases subject to state sales and use tax by $4.1 billion just to survive. From September 2015 to September 2016, fully 21,800 oil and gas and manufacturing jobs were cut.

Given what Oklahomans are facing, now more than ever is the time for policymakers to steel themselves and get about the tough work of reforming Oklahoma’s government. This means focusing funding on critical core functions while working to implement efficiencies. It’s time to craft a state budget that respects Oklahoma families’ budgets.

Now more than ever, policymakers must deliver on their campaign promises to right-size government and adjust it to the current tax burden borne by Oklahomans.

During stern times like these, it is unwise to fall for the trap that is state-level “tax-reform”—when this really means raising taxes on Oklahomans and permanently cementing unreformed state spending so that government can avoid the hard choices Oklahomans have to make every day. Policymakers should especially resist increasing tax burdens on Oklahomans while a lack of transparency in agency spending still exists.

Policymakers should work tirelessly until all expenditures of every state agency are reviewed by our elected legislators. No state agency should hire lobbyists or staff with state funds in order to lobby for even more taxpayer money. Sound and fiscally conservative policy must always consider reforms and prioritizing spending. The people of Oklahoma have spoken clearly in favor of this approach. Most state office holders have earned their offices by voicing support of these principles.

Some claim that recent special-election results show that policymakers aren’t taxing their constituents enough. Nothing could be further from the truth. Voters will reward those who keep their promises, who work tirelessly to rein in the bureaucracy and special interests—and who carry out their duties and personal lives with moral integrity. When policymakers break promises, avoid reining in the bureaucracy, and have moral failings, none should be surprised when they themselves and those who claim to wear their political colors suffer electoral defeat.

During this special session, those who claim the principles and label of Ronald Reagan must act on their promises. Those principles reject all tax increases and efforts to generate more revenue during times like these. State reports and certified revenue documents show that lawmakers have already passed legislation which increased annual revenues available for appropriation by more than $500 million over the last three legislative sessions.

It is time to dig in to eradicate crony capitalism. It is time to rein in unreformed spending. It is time for real, market-driven Medicaid reforms and innovative health care spending. It is time to be honest about non-instructional growth in common and higher education. It is time to implement government-wide business process improvements and reform outdated government structures.

Policymakers must make the same difficult choices being made by the most vulnerable, by working Oklahoma families, and by small businesses and other job creators in Oklahoma.

Jason Reese launches campaign for HD83


Jason Reese Launches Campaign for House District 83

Oklahoma City, OK – Yesterday, conservative Jason Reese announced his candidacy for the Oklahoma House of Representatives at an event in Quail Creek. The well-attended event was headlined by former Governor Frank Keating. Jason Reese, a Republican, is running for House District 83, in which Representative Randy McDaniel is term-limited in 2018.

“It’s an incredible honor to receive support from my friends and neighbors. I’m ready to take on the challenge of serving them in our state legislature as we work through these difficult times,” Reese said.

“Oklahoma desperately needs leadership at the state capitol. I believe I can provide the principled, conservative leadership necessary to strengthen our communities, promote practical solutions for our state, and expand opportunity for all Oklahomans.”  He went on to state that in office he would focus on “honoring the contribution of skilled labor to the broader prosperity of Oklahoma.”

Jason is an attorney focusing in employment law in Oklahoma City. Having worked his way through the University of Oklahoma via part-time jobs and scholarships, Jason later enlisted in the Navy Reserve following 9/11. Jason and his wife Jessica attend Christ the King Church with their four children where he is active in the community. Jason serves on the board of the Quail Creek Homeowner’s Association as well as Cristo Rey Catholic High School, a school for underprivileged teens.

Today, the Marco Rubio for President campaign announced a growing list of Oklahoma leaders supporting Marco. Marco continues to build on his momentum, and conservative leaders across the country are joining him and helping him share his message.

Senate race update: Keating declines, Shannon launching announcement tour

From the Oklahoman, former Governor Frank Keating has ruled out running for U.S. Senate this year.


In other developments, House Speaker T.W. Shannon is set to launch an announcement tour tomorrow, hitting Tulsa, Oklahoma City, and his hometown of Lawton. Shannon has informed members of the Republican caucus that he would be running for Senate.

Speaker Shannon issued a list of exploratory committee members yesterday, comprised of business leaders - and major political contributors - from across the state. Notable on the list is the absence of elected officials, the lone exception being State Rep. Mike Jackson, who is one of the individuals likely to run for House Speaker when Shannon officially steps down.
