"2 tiers of justice": leaders oppose Tulsa move to cede enforcement power over tribal citizens


Governor Stitt, State and Local Leaders, Push Back on Tulsa’s Move to Cede Enforcement Power

OKLAHOMA CITY (June 23, 2025) - Today, Governor Kevin Stitt, in conjunction with county and local leaders and law enforcement, released the following statements concerning a proposed settlement agreement between the City of Tulsa and the Muscogee Nation which would cede all enforcement authority over tribal citizens to the Muscogee Nation.

“Tulsa is essentially making itself a sanctuary city for tribal members engaged in criminal activity. As elected leaders, it is our job to represent our constituents regardless of race, heritage, or political affiliation,” said Gov. Stitt. “This proposed move by Mayor Nichols sets a concerning precedent and will make it impossible for elected officials and Oklahoma law enforcement to protect their communities. I will take every action to reverse course and ensure the rule of law is the same for everyone.”

This settlement comes after a drawn out legal battle between the City of Tulsa and the Muscogee Nation regarding the authority of state and local police to investigate and prosecute crimes committed by and perpetrated against non-member Indians.

State Sen. Regina Goodwin verbally spars with officer during traffic stop, cited for running stop sign

State Sen. Regina Goodwin (D-Tulsa) had a recent run-in with the law after a Tulsa County sheriff's deputy observed her rolling through two stop signs in downtown Tulsa. What could have been a routine, brief encounter and a warning turned into almost a half hour of verbally sparring with the officer and refusing fifteen requests to hand over her driver's license.

One thing led to another, and Tulsa mayor Monroe Nichols and City Councilor Laura Bellis showed up at the scene (not the type of assistance Joe Citizen gets, I'm sure), which ended in Goodwin being briefly handcuffed and ticketed. NonDoc has a good synopsis of the traffic stop here, along with bodycam footage. As NonDoc pointed out, this is the third legislator-and-law-enforcement encounter in the past two-and-a-half years that left significant egg on the overly-entitled and self-important legislators' faces.

State Rep. Amanda Swope resigns mere weeks before legislative session

Oh, look... a second state legislator to resign in the weeks after winning reelection. Here comes another special election in 2025; that will make for at least three in the first half of the year (two house, one senate). State Rep. Amanda Swope (D-Tulsa) makes it a bipartisan affair, leaving to take a position with new Tulsa mayor and former State Rep. Monroe Nichols:

OKLAHOMA CITY (Jan. 13th) – Oklahoma House Rep. Amanda Swope, D-Tulsa, announced her final day in the Oklahoma Legislature will be January 28, 2025. Swope will start work as the Director of Tribal Policy & Partnership in the administration of Tulsa Mayor Monroe Nichols.

Endorsements and Recommendations for the General Election

Tuesday, November 5th, is the Oklahoma General Election, and voters all across the state will be heading to the polls to decide who will hold elected offices for the next two to six years (depending on the position). Below are a few of my voting picks. I know I'm just a lowly blogger, but hopefully the information in this post will be helpful with your voting plans.

If you don't know where to vote, or want to see your sample ballot, use this helpful link from the Oklahoma State Election Board to find out. Early voting continues today (Saturday, Nov. 2nd), from 8am to 2pm, at these locations. Election day voting is 7am to 7pm at your polling place.

Warrantless License Plate Scanner Tracking is Not Authorized By State Law

Oklahoma City (March 18th) -- State Representative Tom Gann issued a statement today following the dramatic defeat of SB 1620 on Thursday.

"In 2016, the legislature made the unfortunate decision to authorize the use of license plate scanner technology for the purpose of insurance verification. That law limited the use of this intrusive technology to that purpose only. This year, the legislature considered House Bill 3570, which was not heard prior to the 3rd reading deadline, and Senate Bill 1620, which was defeated on Thursday by a wide margin — becoming one of the very few bills to be defeated on the Senate floor. These bills would have authorized the use of this technology for purposes other than insurance verification. As these laws have failed, it's important for the public and city councils across the state to know that: There is no specific statutory authorization for using these systems."

Gov. Stitt sets record straight on tribal tobacco compacts, touts 'One Oklahoma' effort


Gov. Kevin Stitt is out with two short videos dealing with continued fallout from the disastrous McGirt decision (in short, recognizing most of Oklahoma as Indian reservation land, contrary to a century of interpretation) as it relates to tribal tobacco compacts, and a recent 10th Circuit court case that said Tulsa cannot enforce municipal violations, such as traffic tickets, against tribal citizens.

Donald Trump coming to Tulsa this evening for NCAA Wrestling Championships


Former President Donald Trump will be in Tulsa this evening as a personal guest of U.S. Senator Markwayne Mullin at the NCAA Wrestling Championships at the BOK Center.

Prepared and successful Tulsa businessman, Bob Jack, announced today he will run for Tulsa County Commission – Area 3 as a Republican.

“We always say we need to run government like a business, but we rarely send a businessperson to do the job,” said Jack. “I’ve run prosperous businesses and managed organizations for more than 50 years with steadfast integrity. It’s what I do best.”

Jack, retired from his role as a fulltime construction executive, remains active as a construction agent for developers in Tulsa County. During his 50 years in the construction industry, he worked for Manhattan Construction as the senior vice president overseeing its Tulsa division for 4 years prior to retirement and had been with the company for over 10 years. Other experience includes managing Oil Capital Electric in various roles for 23 years, later serving as the company President until 2003.

Sen. Rogers files bill seeking to stop the use of unmarked police vehicles for traffic enforcement

OKLAHOMA CITY - After noticing an increased use of unmarked police cars for routine traffic enforcement, Sen. Cody Rogers, R-Tulsa, announced on Monday that he has filed Senate Bill 1109 calling for municipal police departments to use clearly marked vehicles.

“The concern is that these vehicles are being used for revenue generation as opposed to tools for public safety on our roads,” Rogers said. “I’ve heard from many constituents who have had encounters with law enforcement and had no way of identifying their vehicles or if they were even actual officers at all.”

OK Congressional members introduce resolution to highlight the Tulsa Race Massacre centennial


Oklahoma Congressional Delegation introduces resolution to highlight the important history of the Centennial of the Tulsa Race Massacre

Tulsa, OK – Members of the Oklahoma Congressional Delegation released the following statements in support of a resolution introduced to Congress today honoring the centennial of the 1921 Tulsa Race Massacre. Representative Kevin Hern (OK-01) introduced in the House, and Senator James Lankford introduced in the Senate.

The resolution recognizes the history of Black Wall Street in Tulsa’s Greenwood district. It gives an accurate account of the violence that occurred on May 31 and June 1, 1921 and acknowledges it as the worst race massacre in the history of the United States. Furthermore, the resolution urges the Tulsa Race Massacre be taught in American schools and recognizes the important work of organizations like the 1921 Tulsa Race Massacre Centennial Commission and John Hope Franklin Center for Reconciliation.

Representative Hern (OK-01) said, “The Tulsa Race Massacre is an important piece of our history, and it’s important to own that. The destruction of Black Wall Street devastated economic opportunities for generations of Tulsa’s Black families. Our resolution honors the loss of those who were killed 100 years ago and acknowledges this painful memory in our city’s history as the horrific and race-motivated attack it was. 100 years later, we still have a long way to go. The centennial is an opportunity to remember, and this resolution helps us tell the world the accurate story of what happened on our streets in 1921 and how it shaped our city in the years after. As we move forward past this week’s centennial, we continue to strive for reconciliation. I’m proud of the recent investments in Greenwood to bring back Black Wall Street, and I hope to see it continue to grow and thrive at the heart of Tulsa.”

Readers may have information I am unaware of and have a different opinion. That is fine.

My problem with Bice is that she has proven not to be a conservative. Her six-year average score is 56 on The Oklahoma Constitution Newspaper's Conservative Index. Find it here.

While she has voted properly on some OK2A bills, Don Spencer has indicated she has been unfriendly and uncooperative with OK2A. I believe Bice has a slightly better chance to beat Horn in November.

Health Commissioner issues guidance for Trump's mega-MAGA rally in Tulsa


Health Commissioner Issues Guidance on Weekend's Large-Scale Events, Gatherings

Oklahoma City, Okla. (June 16, 2020) – The Oklahoma State Department of Health (OSDH) Commissioner Lance Frye, MD, released the following statement ahead of events in Tulsa, Oklahoma, on Saturday:

“We appreciate the President and his team of advisors for preparing temperature checks, face coverings, and hand sanitizers for Saturday’s event, and we encourage the public to closely follow all public health guidance and procedures established for the event in order to protect yourself and loved ones.

“As outlined by the CDC, individuals looking to attend Saturday’s event, or any other large-scale gathering, will face an increased risk of becoming infected with COVID-19 and becoming a transmitter of this novel virus. In preparation for participating in large-scale events, we encourage the following public health measures to be taken to minimize risks: 

  • Plan in advance and seek out testing at one of the State’s 80 free testing centers across the State, or with your healthcare provider, and limit interactions with others prior to attending. Once the event has concluded, please minimize social interactions and consider being tested again in the days following. 
  • While attending the event, wear a cloth face covering, frequently use hand sanitizer with 60% rubbing alcohol, do not touch your face, and do your best to keep six feet of physical distance from others. 
  • Be considerate of volunteers who are administering temperature checks. If you are notified of having an elevated temperature, 100.4 degrees or above, please seek out options to participate through a live stream or a recording.
  • If you are a part of a vulnerable population group, to include being of the age 65 and older, or are immunocompromised, please stay home and seek out alternative options to enjoy the event through live streaming or a recording.

“Thanks to actions taken over the past few months, Oklahoma is in a strong position to address this virus until there is a vaccine or cure. We have led the nation in data transparency, and we continue to modernize our reporting tools in order to best equip individuals, business leaders, and elected officials with information to guide their decisions to protect public health while also reopening Oklahoma’s economy and navigating the new normalcy with the presence of COVID-19. 

“The Oklahoma State Department of Health has tripled its contact tracing team, created strike force teams across 11 regions to support and contain identified hot spot areas, and established free, accessible COVID-19 testing centers across the State. Our hospital surge plan continues to be activated, with all hospitals expanding bed capacity by 40% and TeleHealth devices deployed into rural communities to increase coordination among specialized medical experts.

“Our continued success on minimizing the impact of COVID-19 will come from confidence with the public to engage in the Health Department’s efforts and CDC guidance. It is an earned trust and dedicated partnership the State takes very seriously.”
